行署办公室2018年度思想宣传及意识形态工作总结

2018年,严格按照《阿里地区2018年地直部门党委(党组)意识形态工作目标管理责任书》要求,“四讲四爱”、“两学一做”、学习《习近平谈治国理政》第一、第二卷活动为抓手,认真学习贯彻党的十九大、十九届二中全会、三中全会精神,扎实开展结对帮扶工作,党建品牌创建工作,深入开展民族团结宣传教育活动,政治纪律教育活动,科学组织阿里地区第七届象雄文化旅游节相关活动,积极主动向广大干部职工展开宣传教育,牢牢把握住意识形态领域教育工作的主动权,抢占意识形态主阵地,引领干部职工不断增强“三服务”工作能力,现将行署办公室2018年度思想宣传及意识形态工作责任落实情况简要总结如下。   

一、工作开展情况 (一)强化组织领导,落实责任主体。为进一步加强和改进意识形态工作,行署办公室成立了意识形态工作领导小组,由党组书记任组长、党组副书记任副组长,党组成员和科室负责人为成员,由综合科具体负责日常工作。工作中,行办党组将意识形态责任记在心上、扛在肩上、抓在手上,密切关注干部群众思想动态,主动与错误思想和言论积极斗争,敢于亮剑、针锋相对,大力批驳不端正的态度、有错误的思想,坚决抵制有害信息的侵蚀,着力巩固办公室干部职工共同团结奋斗的思想基础。党组书记切实履行第一责任人职责,带头抓意识形态工作,党组班子成员根据分工,认真落实 “一岗双责”职责,完善谈心谈话制度,进一步明确了行办党组对意识形态工作的领导责任和管理责任,进一步强化了党对意识形态工作的话语权和主动权。定期召开专题会议,安排部署意识形态工作,分析研判意识形态动向,做到时刻掌握干部职工思想动态,辨析突出问题,分清主流支流,有针对性引导重大事件、重要情况、重要社情民意中的苗头倾向性问题。把意识形态工作纳入党建工作责任制,纳入目标管理,并将班子成员意识形态工作责任制落实情况作为党建工作述职考评的重要内容,年初与党组班子成员签订了《行署办公室2018年意识形态工作责任书》,明确重点工作、细化工作要求,确保了意识形态工作责任的落实。

2018年6月,行办党组对本单位宣传思想和意识形态工作开展了一次自查工作,通过自查,突出落实五个职责工作亮点:一是履行把握方向、管好导向之责。二是履行巩固壮大主流思想文化之责。三是履行打赢网上舆论攻坚战之责。四是履行加强意识形态阵地管理之责。五是履行选优配强领导班子之责。但也还存在一些不足。对干部职工在意识形态方面的思想倾向和具体工作调查研究不够深入意识形态是一个动态的过程,而且受社会大环境的影响很大,在信息化时代受互联网、微信等新媒体的影响尤其巨大,如何把意识形态工作抓出成效,需要不断创新思路举措,而在这方面党组还做得不够,需要再下功夫

(二)加强理论学习,提升思想认识。以学习型党组织建设为平台,结合推进“两学一做”学习教育常态化制度化,学习《习近平谈治国理政》第一、第二卷活动,突出发挥行署办公室党组理论中心组示范效应,引领干部职工思想教育和理论学习工作。今年以来,共征订《习近平谈治国理政》第一、第二卷75本,《新时代面对面》20本,完成党报、党刊征订工作。大力开展学习党的十九大,十九届二中全会、三中全会精神,以及习近平总书记系列讲话精神,做到了真学、真懂、真用。积极组织学习贯彻自治区党委九届三次全会、自治区九次党代会精神,新时代习近平中国特色社会主义思想和党风廉政教育等。为推进阿里地区“两学一做”教育常态化、制度化,行署办公室党组2018年加强组织领导,一级抓一级,一级带一级,从严从实抓好学习教育,形成上行下效、整体联动的总体效应;突出抓好学习“四讲四爱”、宪法活动,理论中心组专题学习研讨3次、支部集体学习6次、党小组学习谈论21次,帮助干部职工做到了掌握精髓、入脑入心、融会贯通,深化了行署办公室机关干部职工服务领导、服务决策、服务落实工作职能,增强了“四个意识”,坚定了“四个自信”。2018年,组织党员干部集体学习33次,设立党的十九大、党建、民族团结、脱贫攻坚、宪法等专题专栏10个专题学习研讨4次,撰写心得体会、理论文章92篇,干部职工人均完成学习笔记4万字,参加各类地区知识讲座34人次,其中地厅级14人次、县处级7人次、科级及科级以下16人次;其中少数民族干部13人次,妇女干部3人次、45岁及以下26人次。在庆祝建党97周年活动中,行署办公室参加的学习《习近平谈治国理政》第一、第二卷活动知识竞赛获得第2名,参加的建党97周年知识竞赛中获得第1名、演讲比赛获得第2名。

(三)巩固壮大主流,丰富精神文明。行署办公室高度重视对主流价值观的宣传。借助行署办公室党员先锋岗创建活动,引导广大干部职工主动做到立足岗位比奉献、创先争优当模范、服务中心作表率,积极营造学习先进、争当先进、赶超先进的浓厚氛围。同时,行署办公室3个支部书记积极向所在党支部党员干部讲党课,组织广大党员干部集中观看《厉害了我的国》《红海行动》等励志题材电影,重温入党誓词,并利用每周五的集体学习时间集中学习习近平总书记系列重要讲话精神以及治国理政的新思想新方略。积极组织、参加廉政文艺晚会,抓好民族团结工作。学习贯彻落实党的十九大、十九届二中全会、三中全会精神。始终把行办党组理论中心组学习作为加强领导班子和领导干部队伍建设的内在需求、首要任务来抓。深入学习党的十九大、十九届二中全会、三中全会精神,2018年,结合本职工作和阿里地区实际,组织开展集体学习33次,个人自学读书笔记达4万字、心得体会2篇、理论文章1篇,专题研讨2次,开展现场教学1次,通过学习,不断提升干部职工对党的十九大、十九届二中全会、三中全会精神的掌握与理解,进一步增强“四个意识”,坚定“四个自信”,绝对忠诚于以习近平总书记为核心的党中央,切实在思想上政治上行动上同以习近平总书记为核心的党中央保持高度一致,自觉在思想上拥戴核心、政治上依赖核心、组织上忠诚核心、行动上捍卫核心,认真开展结对帮扶工作。认真部署行署办公室2018年结对帮扶工作,严格落实帮扶工作机制,采取地级干部“一帮三”、县级干部“一帮二或一帮一”、科级干部“三帮一”、一般干部“五帮一或十帮一”的举措,2018年12名地级领导,8名县级领导,47名科级及以下干部为所驻村解决就业3人,落实扶持(物资和项目)资金32.14万元。帮助驻村工作队协调项目4个,落实项目资金1725.8万元。利用“三大节日”,积极组织看望慰问困难群众、帮扶对象,积极组织党员干部进行“藏汉双语”的学习培训。加强对重大思想理论和舆论问题的引导,科学把握“时、度、效”,既敢于在原则问题上“亮剑”,又善于在方法手段上“隐形”,切实抢占意识形态工作制高点。认真开展党建品牌创建工作。行署办公室制定了宣传工作方案,从行署办公室秘书一科、综合科抽调懂专业、能力素质较高、写作功底较强的专职宣传人员,形成了统一领导、多方配合、齐抓共管、各负其责的工作机制。根据行署办公室实际明确了以“发挥模范作用、争做服务标兵”为主题的党建品牌,并制作悬挂了党建品牌的标示牌。广泛挖掘素材,确定宣传重点,跟踪宣传报道,及时把工作动态、好经验好做法传遍整个行署办公室,形成人人参与的良好氛围。深入开展民族团结宣传教育活动。通过发放问卷、民意调查等形式认真分析2017年度民族团结工作,并研究制定了《阿里地区行署办公室2018年民族团结进步活动提升年工作实施方案》,结合西藏第28个民族团结月,召开民族团结一家亲座谈会1次,组织民族团结知识竞赛1次,各支部开展藏汉双语学习活动2次,通过驻村工作队,向日土县热帮乡龙门卡村群众发放自主编印的民族团结宣传材料347册,同时向农牧民群众加强宣传《婚姻法》、《宗教事务条例》、《妇女权益保障法》和《妇女儿童保护法》等民族宗教政策。组织开展第七届象雄文化旅游节相关活动。行署办公室负责组成工作专班,按照责任落实到人、时间分解到天的要求,对总体方案、12个活动子项方案和7项活动要求做到了严格审核、规范办理。同时,为确保各项活动协调对接、嘉宾接待服务、七县活动组织、维稳风险管控等工作的有序开展,启动筹备工作专班模式,1名行署副秘书长专门负责沟通协调专班各项工作,在行署办公楼四楼集体脱产办公,实行工作动态日报告制度,对活动筹备实施全程监管,从行署办公室抽调6名干部负责后勤保障组全面工作,起草9个接待行程方案,另外从各级各部门抽调13辆中巴车和6辆越野车,为邀请的两省援藏、各地市领导干部,专家学者、新闻媒体工作者、招商引资等嘉宾提供全程服务,以强有力的保障措施推动了第七届象雄文化旅游节各项工作的顺利实施。

(四)加强党风建设,落实党内监督。认真组织党员干部学习贯彻《中国共产党廉洁自律准则》和《中国共产党纪律处分条例》,教育引导干部职工守纪律、讲规矩,严格执行中央八项规定实施细则,自治区“约法十章”和“九项要求”以及《行署办公室规章制度汇编》,用党性原则和党的纪律规范党员干部言行。认真开展政治纪律学习活动,完成第一阶段到第三阶段学习任务,撰写主题为“怎样做一名忠诚干净担当的好干部”心得体会36篇,撰写“严守政治纪律,争做新时代优秀党员干部”心得体会22篇,召开专题组织生活会3次,思想发动动员大会1次、参会256人次,支部书记带头讲党课4次,理论中心组学习6次,三个党支部集体学习12次,编写简报信息6期,撰写遵守和执行政治纪律方面自身存在的问题剖析材料53份,17名党员领导干部在专题组织生活会上带头对照检查发言,53名党员整改内容在本单位公示期满1个月。深入贯彻执行《关于新形势下党内政治生活的若干准则》《中国共产党党内监督条例》,推进党务政务公开,落实党内重大事项通报制度,党内信息公开制度,党内重大决策征求意见制度,对“三重一大”研究、执行情况,特别是“三公”经费支出、干部选拔任用、项目资金安排情况进行公示,自觉接受党员群众监督。行办党组每半年召开1次意识形态工作会议听取各党组成员工作情况汇报。

二、存在问题和差距

一是个别干部学习满足于一般性的了解,被动学得多、主动学得少,学以致用运用得不够好。二是干部职工学习的广度和深度欠缺,传达学习文件多,开展专题性、深层次的研讨少。三是个别班子成员和部分干部职工对意识形态工作重视不够,只停留在口号上,缺乏抓工作落实的韧性。

三、下一步努力方向

下一步工作中,行署办公室将始终把意识形态工作牢牢抓在手上,在区党委和地委的坚强领导下,在地委宣传部领导有力指导下,深入学习贯彻落实全国、全区宣传部长会议和地区思想宣传及意识形态工作会议精神,从以下3个方面开展意识形态工作。一是加大对意识形态工作组织领导力度,强化宣传教育,提升干部职工意识形态工作的自觉性,自觉参与到全方面,坚定信念,始终保持意识形态正确方向。二是完善意识形态管理体制,建立意识形态领域舆情信息汇集和分析机制,认真配合宣传、网信部门工作三是丰富意识形态宣传方式,创新意识形态工作方法不断探索新的方法,把党的理论、路线、方针和政策的宣传教育与规划工作紧密结合起来,把做好政治理论的宣传教育与加强法制宣传教育紧密结合起来,充分运用个别谈心、耐心疏导、平等交流、民主讨论等方法,注重人文关怀和心理疏导,使意识形态的宣传教育工作做到入情入理、潜移默化。
